Businesses based in Vietnam can now check self-service access through OpenAI Ads Manager. As checked on September 25, 2026, OpenAI lists Vietnam, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Taiwan as available. The legal entity that advertises and receives the bill must be based in an available country. An eligible location is a starting point, not confirmation that an individual account or ad is ready to run.

What changed this week?
OpenAI's September 23 announcement introduced a rollout across those seven markets. Six are in Southeast Asia; Taiwan is also included in the announcement. Avoid turning that list into a claim that every country in Southeast Asia has access.
The current Ads Manager availability page is the better reference for checking self-service eligibility. It distinguishes creating an account from having access and says the location of the advertising and billed legal entity matters. A founder's travel location or the language of a website does not establish that requirement.
If a country is absent from the current availability list, OpenAI says self-service is not yet available there. Its page allows interested businesses to sign up for notification. Recheck that source before making a launch commitment.
Check three separate questions
Use three headings in your planning document: market, business and account. This is our preparation framework, not a list of official approval stages.
- Market: is the country of the advertising and billed entity listed as available?
- Business: can your team provide accurate business details and substantiate the offer it wants to promote?
- Account: what onboarding steps, verification requests and campaign controls are actually visible in your own Ads Manager account?
Record evidence for each answer. “We read a launch announcement” belongs in the market notes. It does not answer whether billing is ready, whether the proposed ad is acceptable or whether a campaign has started delivering.
Keep one person responsible for the record. Otherwise, a sales colleague may hear “available in Vietnam,” a designer may hear “approved to launch,” and a finance colleague may hear neither. A short shared checklist prevents these different assumptions from becoming a deadline problem.
A practical access check for a Vietnam-based team
Start at the official OpenAI Ads site. Review the account options and the instructions presented for your business. Do not use another company's details or change the business location to force a different outcome.
Before involving several teammates, collect the information you already know: the correct business name, the person responsible for billing, the website to advertise and the offer's actual service area. Keep sensitive business documents in the appropriate account workflow rather than circulating them in an editorial brief.
Then write down the next unresolved step exactly as the account describes it. A useful note is “the account asks our finance owner to complete billing details.” “ChatGPT ads do not work for us” is too vague to troubleshoot.
If you work with an agency, ask who owns the advertising account, which entity will be billed, who approves spend and where reporting will be reviewed. These are operating questions to resolve with the people involved; a regional launch announcement cannot answer them for your particular arrangement.
Prepare for the customers you can actually serve
Account access and a useful local offer are different tasks. A business that can accept orders only in one city should make that service area easy to understand on its destination page. A regional ecommerce team should check whether delivery information and support match the market it wants to serve.
Consider a fictional furniture business in Ho Chi Minh City. Its first preparation task might be to explain delivery coverage, assembly options and the dimensions of its compact desks. Those details give a potential customer a reason to continue. A vague claim about serving all of Southeast Asia would create expectations the business may not meet.
This example is a planning exercise, not a tested campaign. Replace its details with facts from your own operation. Have a fluent reviewer check customer-facing copy in each language you intend to use, and verify the formats and language options supported in your account before producing a full set of assets.

What access does not buy
Paid placement does not purchase a recommendation inside ChatGPT's independent answer. OpenAI says ads are labeled separately and do not influence its answers. Do not sell your team a promise that paying for an ad makes the assistant endorse the brand. Define the actual next step you want a visitor to take, such as reading a product page or completing a genuine enquiry.

Use these fields for a short internal handover:
- Checked on: date and link to the official availability source.
- Advertising entity: confirmed business and country; billing owner.
- Account status: completed steps and the next outstanding requirement.
- Offer: one accurate proposition and the customers it can serve.
- Destination: live page, service coverage and language reviewer.
- Measurement: meaningful action, reporting owner and tested tracking path.
- Launch decision: person who approves the budget and activation.
Keep “unknown” as an acceptable answer. It is more useful than converting an assumption into a green check. Revisit the note when account access, the offer or service coverage changes.
